M0053 NEC PM A63 Castle Street

The services of an NEC project manager are being commissioned to support the A63 Castle Street which is currently in construction. The site office is based in Hull but the project team supports hybrid working.

The scheme is technically challenging and has suffered some delays due to a range of issues which has resulted in significant contractual change. Processing these changes has taken significant additional resource.

Administration of CEMAR needs to improve with the response periods in the contract for both National Highways and Balfour Beatty (the principal contractor) across many of the contractual notifications being met.

An NEC project manager is being procured to provide immediate support to further contractual discussions, improve response times on resolution of issues such as early warnings and compensation events. They will also support on discussion of defects acceptance. The NEC project manager will also be required to role model the behaviour expected of National Highways to help support difficult conversations between the parties.
