| 2.1 | The Department for Transport is seeking to procure a National Cycling and Walking Infrastructure Plan (NCWIP) comprising a series of discrete but interrelated products that will make up a key part of a Cycling and Walking Investment Strategy (CWIS). |
| 2.2 | The Infrastructure Act 2015 places a duty on the Secretary of State for Transport to develop a CWIS. Section 21 of the Act requires a CWIS to set out a Secretary of State’s objectives for cycling and walking in England, as well as the activities to achieve those objectives and funding available for them. |
