The scope of the evaluation is to assess the extent to which the Transforming Construction Challenge is making or has made an impact taking into account its original aims. The evaluation needs to test the degree to which the programme will deliver the outcomes and impact of the delivery plan and the extent to which these can be attributed to ISCF funding/activity.
The evaluation will also look at the effectiveness of the progress and delivery of the Programme.
