description
Portsmouth City Council, is inviting tenders from market operators for the provision of new markets in Palmerston Road precinct, Southsea Portsmouth. The markets will be operational from ideally March but no later than April each year. Markets can also commence prior to March if operators wish. The market must provide of a minimum of 10 stalls and a maximum of 40 stalls per day.
The focus of this tender process is to secure market provision for the 1st, 2nd, 3rd and 4th weekend of each month and also the annual Southsea Food Festival that takes place in July and the Christmas light switch-on mid-November, however all days of the week are available and bids are also welcomed for block periods throughout the year, e.g. during the summer holidays and half terms.
Periods which are not available are the month of December as there is a festive market for which a contract is already in place and therefore is out of scope for this opportunity.
Contracts will be awarded on the basis of a minimum of 2 years and maximum of 5 years, which could then be extended in increments to be agreed to a maximum total term of 10 years subject to performance. Bidders are be able to opt for their preferred initial term as part of this tender process.
The Authority is targeting to have awarded contracts by 16th October 2018 to commence delivery early next year. The contract/s will take the form of service concession which will require payment to the Authority from the successful operator/s.
