Cheshire East Council aim to improve Public Health lifestyle outcomes in Cheshire East, targeting communities with the worst outcomes through a new integrated lifestyle and wellbeing system. The system will offer a full range of options to assess individual need for services aimed at prevention, information and advice and access to comprehensive lifestyle services.
The Council is seeking experienced providers who can evidence collaboration, and partnership working with a range of services, and other lifestyle commissioned services to achieve our aim and to significantly improve the health and wellbeing of young people, adults and communities.
The providers will be experienced and suitably qualified, and be able to evidence a track record of delivering successful information & advice, health prevention initiatives and delivering lifestyle services. Expertise will also be required in ensuring residents can access lifestyle services, marketing, training and wider workforcedevelopment.
Procurement will be divided into 2 ‘lot’ phases;
Phase 1 lots;
- The ‘Provider Plus’ provisionfor the programme (covering access to Assessment, marketing and promotion, expert advice and support tosome providers and some specific lifestyle services),
- Physical Activity, Nutrition and Weight Management, and
- Smoking Cessation and Alcohol Brief Interventions.
Phase 2 lots;
- Sexual Health Services
- National Healthchecks Programme
The procurement has been modelled on place based funding allocations according to the needs of residents. Cheshire East may require the services or lots to be provided in geographic sub lots to ensure borough wide provision
Providers are expected to offer services based on the needs of the residents and based on the resources allocated to each geography. The commissioning and funding of services is designed to ensure that resources follow need in order to support the drive for change in the most deprived areas of Cheshire East faster and in a fairer way that reduces health inequality.
The implementing of the place based commissioning approach and placed based resources allocation will need to be mirrored by a place based provider approach. This will mean that each provider must recognise and orientate their service delivery (i.e.service resources, service locations and service outcomes) in a way that supports, reinforces and delivers service proportionate and sensitive to differences in need within the Borough.
