This is a Prior Information Notice (PIN) only: publication and call for competition will be conducted once scope of work is fully defined and approved. Interested parties are invited to express interest in participating in Early Market Engagement meetings which will take place remotely. The Fund requires to appoint a service provider or a consortium of service providers to carry out the evaluation of its East Africa Disability Fund (EADF), using a pre-existing shared measurement and learning framework.
We plan for our early market engagement activities to comprise of a webinar followed by individual online meetings for all interested parties.
Webinar
Interested parties are invited to register to attend a webinar from 12.00 - 13.00 (GMT) on Thursday 25th April 2019 (date and time will be re-confirmed in due course). This webinar will communicate information on the shared measurement and learning framework, the strands of work envisaged, and type of approach required.
A recording of this webinar will be circulated afterwards, along with any questions and answers provided during the webinar. If you are unavailable at this time please do still register interest so that you can receive the recording. If you register interest after the webinar has already taken place, we will also be happy to send you the recording.
Meetings
Following the webinar, we anticipate holding online meetings with each interested party between Tuesday 30th April and Friday 3rd May 2019 inclusive. These will be used to get input from potential service providers on the scope and feasibility of the Evaluation. Multiple team representatives from the National Lottery Community Fund will take part and we will use publicly available online video calling software (e.g. Skype or Zoom), sending a link in advance. Please come prepared to participate actively and exchange on the scope and feasibility of the Evaluation.

For logistical reasons, the deadline for registration is Friday 19th April 2019 - if you have missed this deadline, please get in touch as it may still be possible to accommodate you.
Depending on the level of interest, it is possible that plans and schedule for these early market engagement activities may change. If that is the case, we will duly communicate any changes with all parties who have registered interest and do our best to accommodate any requirements.
