The Department for Education is seeking early market engagement on the proposed Universal Breakfast Clubs offer. This programme seeks to establish a state-funded Breakfast Club in every primary school in England, providing both food and childcare. This provision will support the Department's objectives to support children's achievement and help parents access childcare.
The Department plans to run an extensive market engagement process in the coming months, giving a broad range of suppliers across a number of relevant markets the opportunity to offer valuable insight into the future development of this programme.
This market engagement will run alongside other engagement aimed at schools and stakeholders.
As part of this process, we are interested in gathering insight from suppliers and organisations of all sizes in the following areas, including industry bodies:

We will use a number of different routes to gather feedback and insight, including questionnaires and in-depth sessions.

The closing date for expressing interest at this stage is 9AM on the 11th of December.
Following on from the launch event on the 21st of November for school food and partnering, we will be holding a virtual launch event for childcare and private, voluntary and independent providers on the 12th of December at 13.00. Registration details will be sent to those who sing up with the attached form.
