The Adoption and Special Guardianship Leadership Board (ASGLB) was established in 2014 as the Adoption Leadership Board. Its aim was to provide leadership to the adoption system and drive improvements in performance. It was chaired by Sir Martin Narey up until March 2016. Andrew Christie has been the ASGLB Chair since April 2016. In 2018 the Board expanded its remit to cover those children subject to a Special Guardianship Order who were previously in care and subsequently changed its name to the Adoption and Special Guardianship Leadership Board.
The Residential Care Leadership Board (RCLB) was established in 2017 in response to Sir Martin Narey's 2016 review of children's residential care in England. Its aim is to drive forward improvements to the children's residential care system and support vulnerable children across the country. It is chaired by Sir Alan Wood.
The National Stability Forum (NSF) was established in 2018. It is a new Board, chaired by the Department for Education's Director General of Social Care, Mobility and Disadvantage with the aim of improving stability for all children in the orbit of the care system, leading to better outcomes for those children and to more children finding the right permanent placement.
The required service will continue and expand upon the existing management service for the ASGLB and its Chair, which includes the running of the secretariat and the collection and publication of a quarterly adoption statistical release. In addition to this, the new service will provide support to two other Boards and their respective Chairs - the RCLB and the NSF.
