Essex County Council would like to develop a commissioning framework for care and support to individuals in their own homes that is affordable, sustainable and offers choice and control for the adult. The Council spends approximately £85 million per annum supporting adults in their own home providing domiciliary care services. These adults include all adults aged 18 and over with a learning disability, a physical and/or sensory impairment, a mental health need and older people. The scope excludes Reablement, which is subject to a separate procurement exercise, although the home support contract will have a reablement ethos.
Essex County Council wishes to engage in soft market testing with potential providers regarding the future provision of its home support services. Interested parties are invited to attend a soft market testing event to be held at Colchester Stadium on Tuesday 15th September at 6pm. Interested parties need to register by emailing ProviderForums.Adults@essex.gov.uk. Due to capacity restrictions, we ask that the number of attendees be limited to 2 per organisation.
Essex County Council also has a questionnaire which it would encourage potential providers to complete and submit by 14th September 2015. The purpose of the questionnaire is to gather information on the home support services market and to help inform the future procurement. The questionnaire can be accessed via the link in the attachments section of this publication.
