NHS Shared Business Services is supporting NHS Commissioners across the North West to establish a new Framework for the provision of Social, Personal and Nursing Care Services for Adults within a Residential Setting, also known as ‘Care Home Services’. This new Framework will replace an existing framework which had been established since March 2012 and which is now due to expire.
All suitable providers, appropriately registered with the Regulator and able to deliver ‘Care Home Services’ in line with the Service Specification are invited to apply to the new Framework which is intended to commence from 1st November 2015 for a four year period. Suitable providers are most likely to include Care Homes with Nursing, but also other types of providers including Care Homes Without Nursing (residential only), Hospices and Independent Sector Hospitals.
The Framework will be primarily used by NHS Clinical Commissioning Groups across the North West, but may also be used by Local Authorities, where they are local commissioning arrangements in place for a Local Authority to commission, on behalf of the NHS, Service User Placements which are being fully funded by the NHS. NHS Trusts may also use the framework, again, where placements are to be fully funded by the NHS. A complete list of all of the ‘Participating Authorities’ which may use the Framework, is attached.
The unlimited Framework which will seek to invite new, additional providers throughout the duration of the Framework, offers no guaranteed numbers of placements or income, and providers appointed to the Framework will be under no obligation to guarantee any levels of capacity. Providers currently on the existing framework which is due to expire, will need to re-apply through this current procurement process in order to apply to the new Framework.
Whilst the majority of placements to be arranged through the new Framework are likely to involve the terms and conditions of the NHS Standard Contract, where placements are arranged by a Local Authority or an NHS Trust, locally developed contract terms and conditions may alternatively be used.
