Highways England is looking to set up a contract for the provision of a scoping study that examines the potential opportunities that 15 years after landscape evaluations may offer within the context of the existing Post Opening Project Evaluation (POPE) of Major schemes methodology.

The objective of the study will be to explore the value, feasibility and limitations of 15 year after landscape evaluations recognising the challenges that transformations scheme such as complex infrastructure projects (CIPs) may present. It is anticipated that the study will either provide evidence to validate our current approach to landscape evaluation or identify improvements and be supported by a business case which can be used to develop the improvements further.
