Winchester City Council and Test Valley Borough Council are seeking to enter into new Microsoft Enterprise agreements from 1st March 2022.

The councils want a manageable volume licensing program that gives them the flexibility to buy cloud services and software licences under one agreement in response to the changing technology landscape.

The council's main objective over the new agreement lifecycle is to continue to improve the end user experience, while securing value for money.

The councils wish to maximise their investment in Microsoft technologies with best pricing and benefits, through deployment of a common IT platform.

The councils require highly available technical support, planning services, end-user and technical training, as well as unique technologies with Software Assurance.

The councils want to be able to adapt to the changing technological landscape by accessing the latest versions of cloud and on-premises software, which meet their unique requirements.

The councils need the flexibility to access the latest software and technologies with Software Assurance and choose from Microsoft cloud services, on-premises software, or a mix of both and migrate on their own terms.

The councils require that the successful supplier will deliver a new agreement, maintain the highest standard of responsiveness in the provision of support and solutions as efficiently and effectively by way of due regard to the agreement, whilst reducing cost and improving processes.
