<strong>PROJECT APPROACH</strong>As part of delivering the SEND reform project changes, Leicestershire County Council (LCC) needs to have an improved Local Offer service directory by December 2015. As part of the LCC Digital Strategy, a decision has been made that the Local Offer webpages and directory will form part of the main website and not presented to the public as a microsite. As a result, LCC is seeking an externally 3rd party hosted database which supports web services and integrates with the LCC website <b></b> <b>The need for Local Offer </b> <b></b> From September 2014 every local authority was required to publish information about services they expected to be available in their area for children and young people from birth to 25 who have special educational needs and/or disabilities (SEND); and also services outside of the area which they expect children and young people from their area will use. This is known as the 'Local Offer'. The Local Offer is required to put all the information about education, health and care services, leisure activities and support groups in one place. The link to the current Leicestershire Local Offer is www.leics.gov.uk/local_offer The Local Offer should cover: Support available to all children and young people with SEND from <b>universal services</b> such as schools and GPs <b>Targeted services</b> for children and young people with SEND who require additional short-term support over and above that provided routinely as part of universal services such as specialist teaching services and Educational Psychology <b>Specialist services</b> for children and young people with SEND who require specialised, longer-term support such as the Autism Outreach Service and specialist educational establishments <b> </b>
