Tender for Black Country Economic Development Needs Assessment (EDNA)
The four Black Country local planning authorities of Dudley, Sandwell, Walsall and Wolverhampton are seeking to commission an Economic Development Needs Assessment (EDNA) Study to support the forthcoming review of the Black Country Core Strategy (BCCS), which covers the plan period of 2016-2036.
The EDNA should provide an assessment of the objectively assessed employment land need by producing a National Planning Policy Framework (NPPF) and National Planning Practice Guidance (NPPG) compliant study that meets the following objectives:
- Assess and define the Functional Economic Market Area (FEMA) operating in the Black Country and any sub areas within it and identify any cross-border issues relating to the provision of employment land.
- Develop an understanding of the current economic, employment land and business situation, by sector and geographical area based on a combination of research techniques including capturing the views of stakeholders, market agents and local businesses.
- Provide economic growth and employment land use projections to 2036 and give them appropriate weight in the light of the unpredictability of macro-economic forces
- Perform an assessment of existing and future supply of land available for economic development needs and its sufficiency and suitability to meet identified needs. This will advise where there are gaps in the current portfolio in quantitative and qualitative terms
- Develop conclusions to help the Black Country review the existing policy approach and potentially develop new policies to meet the future growth of the area.
- Identify the most appropriate opportunities to address the quantitative and qualitative gaps in the employment land portfolio identified through Objective 4
