This contract seeks research consultancy support to help identify the cultural and legal barriers to data sharing across government. The data sharing provisions within Part 5 of the Digital Economy Act (DEA) provide the context for this work. DEA data sharing provisions represented the most significant package of new data sharing powers for government in decades. However, use of the powers has been mixed. In particular, there has been limited usage of the public service delivery (PSD) power (chapter one of Part 5 of the Act) to date.
