The main objective of this work is to undertake a strategic analysis on positioning RSSB as the leader in the creation of novel insights for industry, undertaking the following assessments through engagement with RSSB subject matter experts: •Member requirements and customer journeys, and how RSSBs vision can be delivered to best fulfil these needs.
•Existing levels of capability within the organisation, and any barriers (cultural or otherwise) to move from existing priorities to focus on this new area of work.
•Data landscape:
oData RSSB currently owns in its systems
oData RSSB currently shares with other bodies
oHigh level areas of data required by RSSB to develop sustainable insights or provide benefit through aggregating and sharing data between organisations, including data standards
oIndustry data strategies (Joint Rail Data Action Plan, Rail Technical Strategy, Rail Sector Deal, National Data Strategy; National Access Point), and moving to a position where we have joined up datasets oOther areas of consideration: data quality, master data management, and provenance
•Market analysis and opportunities for data insights within the rail industry, from commercial and non-commercial funding sources.
Based on these assessments, an analysis should be undertaken, and the following should be produced in collaboration with RSSB subject matter experts:
•Target operating model to deliver sustainable data insights.
•Processes, policies, data governance and IT services that will need to be developed, or changed, to ensure we consistently produce a quality output.
•Organisational structure required to succeed in this area in the medium to long term; including level of resourcing and required roles and capabilities.
Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
