The Department for Transport (DfT) produces Web-based Transport Analysis Guidance (WebTAG) that consists of software tools and guidance on transport modelling and appraisal methods. This guidance enables analysts to undertake evidence based appraisal and development of transport interventions, which support business cases and inform investment funding decisions. The Department is looking to set up a contract for provision of services to provide expert advice in developing new guidance on demand matrix building methods for transport modelling practitioners.

The overall aim of the services is to assist DfT in addressing the shortcomings within the existing guidance, identifying best practice, and deliver clear and up-to-date guidance on demand matrix building that reflects current best practice and the potential for using new data sources to improve accuracy and reduce modelling costs.
