The purpose of this notice is to notify the market of likely forthcoming procurement activity relating to a review of the Level 3 early years qualifications criteria.
This notice is associated with the Early Years Recovery Programme, Strand 3: a review of the Level 3 qualifications criteria, leading towards a reformed, evidence-based L3 qualification.

Rationale for conducting the Level 3 review:
- The early years educator (EYE) Level 3 qualification criteria was last updated in 2014. The sector has told us that it needs updating.
- In 2019, 80% of staff in Private, Voluntary and Independent (PVI) settings were qualified to at least a Level 3. Updating and improving the criteria will have a significant impact on the sector as we look to improve the quality of early years education.
