Development of a User Involvement/Expert by Experience Programme in Walsall
Walsall Council would like to explore what level of interest there is amongst the market to develop a user involvement/Expert by Experience programme in Walsall. If the level of interest is sufficent to run a competitive exercise Walsall Council will run a tender exercise in due course.
This piece of work is designed to develop users and carers who have the motivation and skill set to support and train other people including those within health and social care by virtue of their own experiences, including support for service scrutiny, design and improvement. This is a key element of advocacy, training and wider support for the new duties expressed within the Care Act. Of particular note is the new best practice element of safeguarding adults which is about to be implemented which places the victim of abuse or neglect at the centre of the process to improve safe outcomes (making safeguarding personal).
The Council is looking to commission a provider with local information who can further develop previous and existing work in the Borough around service user involvement, peer assessment, co-production and user/expert by experience involvement to deliver the programme within 6 months at a contract value not exceeding £40,000.00.
Deliverables
The Project will need to deliver as a minimum:
| • | A detailed marketing/recruitment campaign |
| • | A detailed induction and training programme |
| • | A stakeholder map showing current schemes |
| • | An engagement/communication plan |
| • | A proposal/business case to bring the various schemes together if practicable |
| • | A plan clearly setting out how on-going support will be offered to include emotional support, performance management, support around benefits maximisation etc |
| • | A talent pool of an additional 100 Experts by Experience registered on Walsall Community Living Directory – this may include but not limited to: |
People in the early stages of dementia and their family/carers
Older people with experience of using health and/or social care services or their family/carers
People who have used mental health services including those who have recently been or are currently detained under the Mental Health Act People who have used substance misuse services
People with learning disabilities
Family carers of people with profound and multiple learning disabilities, complex needs and or behaviour that can be described as challenging People with physical and or sensory impairments
Family carers of children and young people who use care services including mental health services
Children and young people who use services
People who regularly use Health services
