To be more effective and efficient in service delivery, local public services in and Stoke on Trent need to understand our customers. The area has over 1 million residents with varying lifestyles and needs. A customer segmentation toolset is in essence a database of information relating to the population of designated areas. It combines geography with demographics and lifestyle information to understand the different types of people in different areas. This segmentation can be used, alongside other locally held datasets, to describe geographic areas and the people living within them, allowing users to target services and identify the best ways to engage the relevant categories
Staffordshire Connects Partnership (SCP) is leading on a procurement process across Staffordshire to procure a COTS (Commercial Off-The-Shelf) customer segmentation toolset generic to all Partners. Currently the following Partners, Staffordshire Fire & Rescue, Staffordshire CC, Stoke City, Staffordshire Police, South Staffordshire BC, Stafford BC, Newcastle under Lyme BC, Lichfield DC and Tamworth BC are engaged in this procurement process. However, all have different requirements of the segmentation solution and may need to enter contractual arrangements at different times. It is also possible that additional Partners may wish to join these arrangements in future. Staffordshire Connects Partnership is therefore looking for potential suppliers to offer a flexible and innovative contract to meet the varying needs of the organisations which are currently within the Partnership and may in the future join.

| • | Better identify and understand the different communities within Staffordshire and Stoke |
| • | Engage communities in developing and delivering local services |
| • | Improve access to local services by developing greater use of ‘self-serve’ options |
| • | Assist with delivering strategic objectives |
| • | Minimal internal ICT resource and support requirements |
| • | Assist with the delivery of appropriate channel shift of services |
