Rough sleeping, the most severe and visible form of homelessness.

Under his 'Life off the Streets' programme the Mayor funds a range of pan-London rough sleeping services, with the aim that everyone sleeping rough in the capital has an immediate and sustainable route off the streets. As part of this programme, the Mayor has a suite of 'core' services; some of which are intended to be recommissioned in Summer 2021, with new contracts commencing in April 2022.

The rough sleeping team at the GLA is currently developing the service specifications for the named services above and undertaking extensive consultation of this design with a diverse range of stakeholders. All services will be underpinned by the Rough Sleeping Commissioning Framework which will be published soon.

As part of this market sounding exercise, TfL wishes to seek your views on the extent of your capabilities and appetite for providing the service. Market engagement document is available at below link.

The services currently intended to be competitively tendered are as follows. Indicative baseline expected annual contract values for each service are also provided, but some may be subject to uplift due to additional funding (amounts to be confirmed):

Clearing House (£229k per annum)
CHAIN (Combined Homelessness and Information Network) (£400k per annum)
Tenancy Sustainment Team(s) (TSTs) - minimum of two lots (North and South) (£3.1m per annum combined)
