The UK Ministry of Defence (MOD) is issuing this Request For Information (RFI), without call for competition and without commitment, to invite companies to participate in the Early Market Engagement phase of the procurement of a new Freight Handling Facility at RAF Brize Norton - by completing the linked RFI. The detail regarding the approach and requirements associated with Early Market Engagement is contained within the attachments to this notice and can be found on the DSP: 1. Information requested : To ensure future Defence capability is maintained the Authority is embarking on a modernisation agenda, informed by industry, to ensure that it is resourced and configured to support the future needs of the Armed Forces. The new FHF has been identified as a particularly important part of this modernisation agenda, replacing the original facilities and to enable Brize Norton to meet the high demand signal set by Defence Strategic Direction (DSD). The new FHF should be in full compliance with military and civilian regulations including CAA, NASP, IATA and HMRC (full list will be provided during the procurement stage), both information and physical security, within a secure and safe environment, through an integrated infrastructure and material handling equipment solution.
To enable this a series of Early Market Engagement Sessions will be held from 17th - 19th January 2023.
The aim of the Early Market Engagement is to gain an understanding of the market view around potential procurement options, and to further facilitate an informed approach to the development of a procurement strategy by assessing the advantages and disadvantages of various options.
To facilitate this the Authority has created an RFI document with an overview of the requirement and the potential contractual approaches. The RFI also contains a range of questions that the Authority invites all interested parties to complete to further understand the feasibility of the proposed approach - for full information on the structure and requirements of this Early Market Engagement, please see the following:

In issuing this RFI, the MOD is not committing to conduct any procurement / or calling a competition in relation to the new FHF at Brize Norton. Equally, non-participation in this Early Market Engagement will not be taken into account in any future procurement activities and will not preclude any organisation from submitting a tender in any future competitions.
