As part of the redesign of the alcohol and drugs treatment system within Staffordshire, phase one has now been completed with the successful tendering of the Integrated Community Adult Drug and Alcohol Intervention Services.

Staffordshire County Council (SCC) is now tendering Tier 4 Services for the Residential Detoxification and Support Services for the population of Staffordshire. SCC is seeking innovative methods to develop current approaches to Residential Detoxification for the future, whereby there is an expectation over the period of the Contract to reduce the provision of medically managed forms of residential detoxification and grow alternative solutions, thus increasing the availability and access to more People over time.

There will be an expectation to work closely with the Integrated Community Adult Drug and Alcohol Intervention Services along with other specialist

Services and in particular community detoxification specialists to provide an increased flexibility of treatment and access options with a strong emphasis placed on achieving and sustaining improved outcomes and recovery for People.

In addition to providing alternatives to medically managed forms of Residential Detoxification, the Service will also be expected, during the lifetime of the Contract, to implement approaches that will reduce the demand. These approaches may involve working closely with A & E departments / criminal justice system and other professionals in providing a targeted approach to those individuals with high complexities /issues. These include ‘treatment resistant drinkers’ and in particular those People who cost the most to society and would otherwise be likely to require multiple Residential Detoxification interventions and hospital admissions. Therefore for this group of People, there will be a clear requirement to demonstrate the Social Return on Investment (SROI) in relation to health, crime and social care.

The initial period is 1st December 2015 to 31st March 2019 (with 2 x 12 month options to extend - therefore options maybe taken up for the period 1st April 2019 to 31st March 2020 and 1st April 2020 to 31st March 2021). The options will be exercised at the discretion of the County Council.
