Leicester City Council’s Adult Social Care Division invites organisations to apply for Framework Agreements in relation to the provision of Community Opportunities – Enhancing Choice, Independence and Inclusion services to individuals within Leicester.

Community Opportunities Services shall reflect a personalised support system based upon individual choice and personal budgets working in partnership with universal community services. Services will be flexible and developed to offer a wide range of opportunities, both venue based and in the community, in a group or at individual level, to support individual outcomes for all.

They will offer disabled adults and older people activities and support to maintain and develop skills that will help them in their every-day lives including living, working and taking an active role in the community, as appropriate.

An effective and robust enablement focussed Community Opportunities Services will promote the rights of each individual and enhance independence, choice and inclusion.

The activities and support will be provided during the day, but may include evenings and weekends, based on the individuals support plan and in order to provide a break for their carers.

The primary purpose of the service is to enable people to remain in their own homes, living as independently as possible and to achieve and maintain their potential in relation to physical, intellectual, emotional and social capacity.

In brief, Community Opportunities Services will offer a range of activities that deliver the following key objectives regardless of user group:-

  • To provide social contact and stimulation
  • To offer meaningful activities which maintain and enhance physical and mental
  • Wellbeing
  • To provide a place where citizens can be helped to access universal services
  • To provide (or provide access to) education and training opportunities
  • To offer or enable preparation for employment or access to work opportunities
  • To maintain/restore and develop independence including basic life-skills
  • Care and monitoring of highly dependent or frail and vulnerable adults
  • Low level support and monitoring for adults at risk
  • Support and advice for carers including respite care
  • To assist recovery and rehabilitation after a critical episode

Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.
