NHS Guildford and Waverley CCG and Surrey County Council require a competent and suitably capable provider to deliver Targeted (Tier 2) and Specialist (Tier 3) Community Child and Adolescent Mental Health Services for residents of Surrey. The preferred model is a Lead Bidder model. A Lead Bidder means a potential supplier which is either the lead member of a consortium or a prime contractor using sub-contractors. In this regard the contract is considered consuitable for SMEs and the Volcom sector i.e. where they can potentially operate under the prime provider as a delivery partner or consortium member, depending on the approach.
The intention of the procurement is to award 2 contracts:
SCC aims to award one for Targeted (Tier 2) CAMHS NHS GWCCG aim to award one contract for Specialist (Tier 3) CAMHS
The estimated value of the Targeted (Tier 2) CAMHS contract that Surrey County Council intends to award at the date of the Contract Notice £7,725,000.
The estimated value of the Specialist (Tier 3) CAMHS contract that NHS Guildford and Waverley CCG intends to award at the date of the Contract Notice £25,317,000.
The estimated total contract value is therefore £33,042,000.
Bidders should note that there is a potential additional investment from Surrey County Council over the life of the 3 year contract of up to £5,700,000. The decision on whether to make potential additional funding available is a matter for Surrey County Council. It is anticipated that this decision will be taken towards the end of July 2015. The estimated total combined contract value, including this investment will be £38,742,000.
The contracts being entered into on the 1st April 2016 using the NHS Standard Terms and Conditions for Mental Health Services.
Additional information: NHS Guildford and Waverley CCG and Surrey County Council does not bind itself to acept the lowest or any bid offered under this process.

The Services to which this Procurement relates continue to fall within the Public Contracts Regulations (the “Regulations”).
