VTN-708919451-SACC/00102 - MIDS JTRS Mobile Terminal Crates

The Situational Awareness Command and Control (SACC) Delivery Team, part of UK Ministry of Defence (MoD), intends to run a limited competition between Tactical Communications Group. LLC, Data Link Solutions. LLC and L3 Harris Technologies, Inc all based in the United States to procure Link 16 Multifunctional Information Distribution System Joint Tactical Radio System (MIDS JTRS) mobile terminal crates for Link 16 requirements.

It is considered that this contract can be awarded using the Negotiated Procedure without Prior Publication pursuant to Article 28(1) (e) of Directive 2009/81/EC (Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011).

SACC DT is currently responsible for the support of several in-service Link 16 Terminals such as MIDS LVTs and MIDS JTRS. The UK's Link 16 Sustainment Project will deliver new MIDS-JTRS terminals to replace legacy terminals to ensure the UK is compliant with the US driven mandate of 1 January 2022.

There is a requirement for SACC DT to provide SQEP technical support resources, by investing in appropriate software and support equipment for its Link 16 Technical Support personnel at RAF Waddington, to allow continued support and integration work in support of the Crypto Modernisation.

There are only three known suppliers with the Interface Control Documents (ICD) from the United States Department of Defence (DoD) to initially design the cable set to allow manufacturing to the MIDS-JTRS Mobile Terminal Crates, therefore the only competitive option is a limited competition between Tactical Communications Group.
