| • | identify (between 6 and 10) pilot sites; |
| • | develop mechanism to allocate and distribute implementation grant funding |
| • | support implementation that ensure pilots that meet project aims and deliver specified outputs; and |
| • | assist the evaluation delivery partner to ensure robust evaluation of the pilots. |
