- oOut-sourced operation for a contractor to operate both sites - current model.
- oIn-house operation where the Council directly operates both sites.
- oOperation via an 'at arm's length' limited company solely owned by the Council.
- oA joint venture, sharing the site with another organisation (either public or private sector).
