Highways England is looking to set up a contract for the provision of specialist technical services to the Smart Motorway Compliance programme, the delivery of which is critical to the safe and effective operation of Smart Motorways.
Highways England is currently recording significant numbers of road traffic offences in which drivers:
| - | ignore red 'X' signals set to close running lanes; |
| - | use dynamic hard shoulders when they are closed to traffic; and/or |
| - | misuse emergency refuge areas. |
Drivers committing these offences are placing other road users and road workers, including traffic officers, the emergency services and maintenance crews, in danger. To address these safety risks, the company is implementing the Smart Motorway Compliance programme which comprises the delivery of a range of complementary engineering, education, encouragement and enforcement measures in the period up to March 2020. Evaluation of the success of the measures being introduced also forms a fundamental part of the programme.
The programme is being implemented by various teams within the company, overseen by the Driver & Vehicle Compliance Portfolio Steering Committee, the Smart Motorway Compliance Group and the Red X Enforcement Working Group, and supported by specialist technical consultancy resources.
The objective of the proposed contract is to maintain specialist technical support to the Smart Motorway Compliance programme and the associated activities so that they are integrated, and sufficiently managed and resourced to deliver their commitments.
