The ORR needs a clear understanding that digital signalling proposals are being managed appropriately and can be supported in the Periodic Review1 process.

We require a specialist team to assess and report on Network Rail's signalling renewals plan with a particular focus on: -Long-Term Deployment Plan (LTDP)

-Target 190plus research and development programme.

The specialist team will provide advice to us on the following areas:

•Decision making processes within Network Rail on the signalling renewals programme;

•signalling renewals projects planned in CP7 and the associated risks and opportunities; •interfaces between conventional-partial signalling renewals, digital-ready renewals and digital renewals; •commitments in the LTDP for CP7 and beyond and the critical path for delivery; and

•how Network Rail has evidenced benefits through its T190plus research and development programme.
