Since 2004 the Highways Agency has operated a leased fleet but alongside the move to Highways England vehicles driven by the Traffic Officer Service now includes owned vehicles.

Third Party Insurance cover is required in respect of any motor vehicle owned or leased by Highways England or in the custody or control or for which they are legally responsible.

As Highways England third party motor insurance is required on an annual basis, Motor insurance is a specialised field and Customer Operations (CO) does not have the resource or expertise to exploit the market and achieve the discounts available to brokers therefore the services of a broker are required.

For the TO fleet, Highways Agency will continue to self-insure for own fault incidents. However there remains a risk of claims by third parties for damage and for personal injury. Personal injury claims are generally costly and difficult to quantify.
