HSE are seeking to engage the services of a market research organisation to assess the market potential of 4 conceptual software products that have resulted from HSE's own activities and know-how. The products are all in the field of health and safety: 2 are aimed at improving the management of an organisation's internal H&S compliance; 1 relates to ease of access to the correct information for hazardous substances; and 1 relates to risk evaluation.
The successful tenderer will be expected to deliver a robust assessment of the market potential of each product, including the value that each product would bring to an organisation (an indicator of the level of 'interest') and also the size of the potentially accessible market. Sufficient information should be provided by the successful organisation to enable a business case to be generated for investment in development of each product, so in addition to the above the outputs of this work should include:

| • | Likely sales over the first 5 years. |
In order to deliver the above, the following should be included in the proposed approach:
| • | In-depth discussion with the individuals behind each idea in order to fully understand the potential product |
| • | In-person discussions with knowledgeable individuals in the target market for each product |
| • | Underpinning desk-based research |
The successful organisation will be required to demonstrate:
| • | Experience of market research in relevant sectors |
| • | An understanding of Health and Safety duties of an employer |
| • | An understanding of risk evaluation techniques (e.g. the 'bow-tie' method) |
| • | Contacts within the relevant sectors who can provide informed opinions |
