The requirement
The Department for Education is seeking to procure a contractor to deliver the Multiply Capability Support programme across England. This requirement is intended to be fulfilled through one contract. The Department is interested in seeking tenders from organisations who are capable of providing high quality support to Multiply Providers and other stakeholder groups (e.g. Job Centre Plus and employers) in the delivery of the Multiply provision. There are currently approximately 400 Multiply providers; this programme will focus on targeted support to a smaller subset of these providers:
- Through facilitating and developing networking groups for delivery partners
- Hosting online stakeholder events to capture and share learning, strategies, best practice, relevant research and effective delivery approaches to support overarching Multiply priorities
- Developing and disseminating best practice materials to the target group
Multiply programme background
Multiply is a government-funded programme which began in Spring 2022 to help adults (aged 19+) improve their numeracy skills, where the service user does not already have a GCSE at grade C (or equivalent) in maths. The overarching objectives for Multiply are to increase the levels of functional numeracy in the adult population across the UK and improve labour market outcomes, such as increased employment and higher wages.
Up to £270 million is available to 81 local areas across England (up to 2025). Multiply provision is delivered through a wide range of providers including local authorities, voluntary and community sector organisations (VCS), further education colleges, independent training providers and employers, some of whom are new to delivery of adult numeracy provision. Multiply is now in Year 2 of delivery, with over 36,000 learners registered as having started a Multiply course to date.
