description
There are currently three Secure Training Centres (STCs) in England which provide Youth Detention Accommodation. They are privately operated centres that accommodate younger and/or more vulnerable boys, girls and young mothers between the ages of 12-17. The existing contracts for Medway and Rainsbrook STCs are due to expire in the first half of 2016. The contracts relevant to this notice have been put in place by the Authority to continue the provision of Youth Detention Accommodation beyond the current contracts. This is due to a continued demand for this type of provision to accommodate and rehabilitate the most high risk children and young people demonstrating complex needs. The contracts aim to contribute to the delivery of the following strategic aims:
- to improve educational engagement and attainment in youth custody by allowing greater innovation in delivery
- to contribute, through this increased focus on education, to reduced re-offending by young people leaving custody
- to reduce the overall cost of youth custody, focusing in particular on driving down the costs of the most expensive provision
