description

The Home Office requires an independent Evaluation Partner to carry out a process evaluation of activity undertaken through the Offensive Weapons Homicide Reviews (OWHR) pilot. The purpose of OWHRs is to ensure that when a homicide takes place which involved or was likely to have involved an offensive weapon, and a statutory homicide review is not already considered, local partners identify lessons to be learnt from the death, consider whether any action should be taken as a result, and share the outcome to help tackle homicide and serious violence. OWHRs will be piloted in specified areas of London, the West Midlands and Wales.

A process evaluation is to be carried out to understand how OWHRs are implemented in each pilot area and whether there are any barriers to successful implementation.
