Highways England confirms its intention to procure the Technical Advisor Partner (TAP) services in two tranches through existing and prospective procurement

frameworks to align to our Regional Investment Programme's delivery schedule.

Tranche 1 TAP Services will support technical assurance of schemes moving from

existing frameworks to Regional Delivery Partnership during 2019. Those suppliers

on existing frameworks will be provided more information about the timings and

work to be procured directly from Highways England and your framework manager.

Tranche 2 TAP Services will be to support new schemes as part of the Road

Investment Strategy (RIS) 2 to be announced in 2019 and delivered throughout Road

Period 2. (The programme of schemes to be decided on the publication of RIS 2,

with the start of work from April 2020). TAP services will be procured via a new model to be tendered during summer 2019. More information will be published in late 2018 early 2019 on this route.

The Regional Delivery Partnership (RDP) is Highways England's new approach to modernising our strategic road network in England. It will manage the £9bn road investment strategy working with suppliers to effectively and efficiently support three Highways England imperatives, Safety, Customer and Delivery.

RDP will enable Highways England to work more effectively with our supply chain to deliver the record investment in our road network over the next six years. The collaborative and partnership approach drives efficiencies and innovations thru a programmatic and regional approach. This new relationship to build roads together releases financial savings and, thru pipeline of work, creates the environment where the supply chain can make long-term investments in their staff and technology....

In January 2018, we announced £9bn of contracts to deliver the road investment programme over the next six years. There are two types of services we are procuring: 18 regional Delivery Integration Partners (already in Procurement) and technical advisors whose procurement we will be launching shortly.
