NHS Bolton CCG, working in partnership with Bolton Council (the Contracting Authorities), would like to invite expressions of interest from suitably experienced and capable providers in the provision of an Adult Mental Health 24 hour Clinically Supported Rehabilitation Service, which will form part of the local mental health recovery pathway.

The purpose of this engagement is to assess the level of interest from suitably qualified providers.

The service will enable recovery and rehabilitation through individual tenancies providing 24 hour flexible provision of care for individuals with severe and enduring mental health problems, but must include:

Onsite qualified nursing and Occupational Therapy support.
Access to in-house psychological interventions and family/carer support.
Ability to support complex presentations including co-morbidity (which may involve physical health issues and other psychiatric diagnoses such as personality disorder, substance misuse, self-harm and forensic histories.)
A recognised outcome tool, risk management and care planning documentation.
CQC registration.
Proven track record of providing successful clinically supported accommodation in the community.
Care provider separate to the housing provider to enable individual's to sustain high quality accommodation as their support needs change.

The service will be commissioned using a block contract with an annual contract value of between £1m and £1.4m and an anticipated total contract duration of 5 years.

A service specification is being developed to reflect the current requirements of the CCG/Council. A Market Engagement Questionnaire (MEQ) has been developed which provides additional details about the proposed service and which will be used to assess the level of interest. Responses to the MEQ will be used to inform the contracting approach and as such, a response is important.

It is likely that this potential contracting opportunity will be subject to a competitive procurement process to enable the CCG/Council to identify the most suitable and qualified provider to deliver the service. A lack of interest being expressed in response to this invitation may be taken as evidence by the CCG/Council that a competitive process may not be required.
