The Education Funding Agency requires a suitably experienced contractor for the supply and installation of temporary modular buildings to provide additional teaching accommodation within the grounds of the existing Pinner High School for an anticipated period of 1yr in September 2017. The requirements include the provision of 8 general teaching classrooms, 2 art classrooms, 2 offices with associated toilets (for which planning has been sort); all utilities and services connections and liaison with statutory providers; all hard and soft landscaping.

It is anticipated the contract form will be the amended EFA Standard JCT Intermediate Building Contract with Design 2011.

The target programme is from late February until mid-July 2017. The contract is considered suitable for small or medium enterprises. Selection of tenderers will be based solely on the criteria set out for the procurement and the contract will be awarded on the following split: Quality assessment (30%) and Financial assessment (70%).

Note: PASS/FAIL Criteria: The prospective bidders must supply a list comprising a statement of all contracts it has entered into for works similar to those that are subject to this procurement in the previous 3 years by it or by any proposed sub-contractor or consortium member. For the avoidance of doubt this list should include contracts entered into directly with the EFA or as a sub-contractor on an EFA project. A short summary of the works, site name, site address, client and Practical Completion date and divergent from Practical Completion date is to be provided. 5 no examples are to be provided where practicable.

The minimum standard for delivery, having regard to past performance, is that the Education Funding Agency is satisfied that on the contracts you have listed, they have been satisfactorily delivered in accordance with their terms. Where that has not occurred, the reason or reasons why must be fully explained and an explanation given of how you will ensure your management will prevent a reoccurrence. The EFA will assess whether or not this minimum standard has been met prior to assessing each prospective bidders’ tender submission.

In considering whether it is satisfied that the minimum standard for delivery based upon past performance is met, the EFA reserves the right to verify the information required and to require the prospective bidders to clarify or supplement it. Failure to evidence such experience shall ‎result in the failure of the prospective bidder to satisfy the bidding criteria.
