DECC is looking to subscribe to data and news coverage for European gas, global LNG and European electricity markets. DECC will consider individual bids for either gas (package A) or electricity market coverage (package B), or a combined bid for both gas and electricity market coverage (package A and B).
Bidders are encouraged to bid for either gas or electricity, or both packaged. We have specified below the “core requirements” and “desirable additions” for each package. If desirable additions are provided at an additional cost, this should be be clearly stated in the proposal. Please provide samples of the reports that will form part of the subscription.

DECC reserves the right to halt the procurement process and to not award a contract. DECC will not be held liable for recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon DECC Standard Terms and Conditions, which are available on Contracts Finder with this notice. If successful, supplier is expected commence the subscription as soon as the contract is awarded upon contract signature

Package A – European Gas Market and Global LNG Market subscription
Core requirements
| 1) | Daily UK and European wholesale natural gas prices |
| o | Comprehensive coverage of key markets including NBP, ZEE, TTF and NCG |
| o | Including both prompt and forward contracts to at least five years out for most liquid hubs (NBP, TTF), and at least a year out for less liquid hubs (ZEE, NCG) |
| 2) | Comprehensive daily European natural gas market commentary |
| o | Broken down by market, including information on key price drivers, important market developments and related news |
| 3) | Weekly global LNG price data and comprehensive weekly or monthly summary of global LNG market developments and news updates. |
| o | Benchmark spot LNG prices for a variety of key markets (e.g. Japan, UK) |
Desirable additions
| 4) | Access to historical UK and European gas, and global LNG price data as far back as possible |
| 5) | Access to current and historic trade volume data across European natural gas hubs |
| 6) | Current and historic information on individual long-term contracts (e.g. volumes, value) across UK and European natural gas markets and global LNG |
| 7) | Comprehensive LNG netback and shipping cost data from/to a wide range of origins/destinations around the globe |
| 8) | LNG tanker movement data |
| o | Including present and historic data on vessels travelling into and out of UK and Europe (e.g. volume carried) |
Package B – European Electricity Market subscription
Core requirements
| 1) | Daily OTC UK and European wholesale electricity prices |
| o | Comprehensive coverage of key markets including UK, German, French and Dutch markets. |
| o | Including day-ahead and forward wholesale electricity bid –offer price data out to at least six seasons for baseload and at least five seasons for peak. |
| o | Spark and dark spreads in key markets. |
| 2) | Comprehensive daily European electricity market commentary |
| o | Broken down by market, including information on key price drivers, important market developments and related news. |
Desirable additions
| 3) | Online access to historical UK and European electricity price and spread data as far back as possible |
| 4) | Access to current and historic trade volume data across UK and other European electricity markets. |
| 5) | Comprehensive weekly and quarterly summary of UK and European electricity markets including market developments, price drivers and news updates. The daily report should also be available in both pdf and Excel format. |
