The aim of the CMT is to help Highways England to address high numbers of road traffic offences in which drivers:
| - | Ignore Red X signals; |
| - | Use dynamic hard shoulders (DHS) when they are closed to traffic; and/or |
| - | Do not adhere to national or mandatory variable speed limits. |
| The CMT is intended to: | |
| - | Identify locations with both good and poor compliance levels to better understand real world causes |
| - | Enable Highways England to prioritise interventions to improve compliance |
| - | Complete the feedback loop to show the effectiveness of various compliance interventions, including effectiveness of media campaigns. |
