description

The CMA would like to commission an external evaluation project looking at past CA98 cases. The aim of the project is to draw lessons from these reviews relevant to the direct and indirect impacts of CMA's interventions in such cases. Our evaluation projects cover our predecessor authority the Office of Fair Trading (OFT). This statement of requirements (SoR) sets our aims and expectations for the project.

In this project, the successful bidder will review between three and five of the CMA/OFT's recent CA98 cases where an infringement decision was issued. The evaluation should focus on assessing the indirect deterrent effect of our interventions. It should also include some analysis of the direct impact of CMA/OFT interventions, to the extent that this is relevant to understanding the indirect effects.
