The Council has a statutory duty to ensure there are sufficient school places for all Dudley children and young people. To meet this duty, we need to ensure sufficient school places are provided to meet local need, including for children and young people with Special Educational Needs and Disabilities (SEND). As part of meeting the council's sufficiency requirements and ensuring appropriate provision, the Council currently provide and/or commission a number of specialist base provisions. These are settings within mainstream primary and secondary schools that offer a specialist and tailored curriculum to children with SEND. Our data and demographic trends indicate particular need to develop the continuum of provision for children and young people with Social, Emotional and Mental Health needs. The Council is seeking to procure a 12 place primary SEMH base within a mainstream school or academy within Dudley Borough. It is anticipated that this will be a recurring contract but will be commissioned for two years initially pending further review activity that is taking place in respect of SEND provision as part of the Council's SEND improvement journey.
