This is a Prior Information Notice (PIN) and Request for Information (RFI) published on behalf of NHS South, North & Central Manchester Clinical Commissioning Groups (CCGs). The purpose of this PIN/RFI is to gauge market interest and conditions for the Provision of a Lung Health Check Service.
The CCGs are looking at the options to carry out a pilot service that delivers an innovative approach to the early detection of lung cancer in smokers and ex-smokers likely to be aged 55 - 74. The approach includes:
- Timed appointments and capacity for walk in from smokers and ex-smokes found at outreach work
- One stop lung health check shop provided to the public in community locations
- Provision of a lung health check to all attending including spirometry
- Recording of outcomes of lung health check and feedback to GPs
- Calculation of lung cancer risk of each person attending using a validated questionnaire
- Offering a low dose CT scan of the lungs to those above a threshold risk score
- Ensuring CT images are captured and can be transferred to radiologists for reading
It is expected that the lung health checks and CT scans will take place in community locations such as the car parks of shopping centres although this may change. It is envisaged that the provider will be able to offer follow-up CT scans to those with abnormalities at a 3 month interval and send those images to the patient’s clinician. The lung health checks will be delivered over a three - four month period early in 2016. It is expected that 1200-1500 people will attend for a lung health check and between 900 and 1200 will have a CT scan during this period. The people offered a CT scan and found not to have abnormalities will be invited for a repeat scan one year after their first. Reading of the images and all follow-up care is not in the brief and will be provided by clinicians. The brief is for undertaking the lung check and providing the low dose CT scans.
Potential Providers are asked to complete the following questions to enable commissioners to gain an initial understanding of your service:
- Please provide details of any experience you have in delivering similar services to that described?
- Would you have capacity to deliver from January 2016?
- Please provide brief details on current and future capacity to provide low dose CT scans?
- How extensive is your knowledge of the Manchester area?
Potential providers wishing to express an interest in participating in the PIN/RFI and any tender process should do so by, emailing their interest to Andrew_payne@nhs.net by 4pm on 5th June 2015.
Potential providers who do not express an interest at this stage will still be able to apply in the future. All responses will be treated in confidence.
This expression of interest is not a tender response and does not commit the CCGs to undertake the procurement of the Service and the CCGs have a right to withdraw the notice.
