The Heat Network Delivery Unit (HNDU), part of BEIS, is seeking contractor/s to produce written Guidance on effective Stakeholder Engagement (SE) to support successful Heat Network (HN) project development. This is also to be supplemented by the provision of a dedicated specialist Resource that can be deployed to assist LAs (and other HN developers) as & when requested by the HNDU. The scope of stakeholder management and communication Guidance must support the development of heat network business cases (i.e. HMT Green Book); but also cover all relevant aspects of heat networks (e.g. through operation). The Resource is to support HNDU operations through the provision of specialist & targeted stakeholder engagement services at critical junctures in project development.

Any late submissions will not be considered. BEIS reserves the right to halt the procurement process and to not award a contract. BEIS will not be held liable for recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon BEIS Standard Terms and Conditions or the Short Form Terms and Conditions, which are available on Contracts Finder with this notice. Completed tender submission must be returned by post to BEIS, address given at the top of this advertisement, by 10:00 23rd November 2016. We require 4 hard copies (one of which must be signed). Electronic versions of your bids are to be sent AFTER the deadline to Marc Wormald (HNDU@beis.gov.uk). After reviewing and evaluating the written proposals, BEIS may decide to hold bid clarification meetings with suppliers. If successful and upon contract signature, the supplier is expected to attend a kick-off meeting taking place week commencing 16th December 2016. This contract is for 18 months.
