The Procurement Strategic Business Partner Framework will act as partner(s) to Highways England Procurement and Commercial team. Providing capacity and capability to the in-house team, enabling greater strength in depth, industry experience and new ideas to ensure Highways England procure contracts to leading edge procurement practice and programme milestones.
The Strategic Partner(s) will primarily focus on delivery of business-as-usual and tactical contracts, allowing Highways England permanent staff to focus on high value awards. These contracts include uniforms, insurance, Regional Investment Programme (RIP) & Smart Motorway Programme (SMP) schemes to be awarded in advance of new Routes to Market (RtM) contracts, Salt purchases and support to wider Highways England innovations and initiatives along with the additional contractual assurance, development and commercial validation that will be required.
Delivery outcome spans a range of directorates from Major Projects, Smart Motorways, RIP, Safety and Engineering Standards, Strategy and Planning, Communications, IT Directorate, HR, Facilities and Legal; all of which require procurement expertise and support to effect the increased level of spend into outsourced contracts that are compliant. The following main tasks requiring delivery within the next 12 months are as follows;
- Tender 6 Construction Projects (£350m)
- Provide advice and support to existing RIP teams (Compensation Events, Contractual Agreement, Contract Variations etc).
- A303 PFI / SW RIP
- Develop Procurement Strategy with Technical partner & award contract. Work as part of Integrated team to deliver Commercial & Procurement Strategy.
- SMP Alliance
- Design, deliver & Tender new SMP Alliance using Negotiated Procedure.
- RIP Technical Partner
- Develop Procurement Strategy & IfT for Technical advisor framework.
- Major Projects Technology Lower Thames Crossing/ A303/ Severn River Crossing
