This notice serves to announce Contract Award following the publication of Voluntary Ex Ant Transparency Notice 2015/S 036-061849 dated 17.02.2015. It is not to seek expressions of interest for a new opportunity.
The Authority has a requirement for a 1 year contract with options for a further 3 years for the provision of venue, services and facilities for Alpine and Nordic competitions hosting an estimated 560 competitors (260 Alpine and 300 Nordic) and 40 Authority officials per year.The Contractor will be required to provide a Championship venue in a suitable location that is able to conduct both Alpine and Nordic competitions. The venue must be located on mainland Europe, no more than 1200km from Calais, no further than 2 hours from an international airport and have good local train and bus links.Alpine, Cross Country and Biathlon competitions must be within the same locality. Championship dates are 11.1.- 21.1.2016 with Authority Officials dates, 9-23.1.2016, these dates are to be confirmed and dates may vary+/- 3 days for future option years if taken up.The Alpine competition must be held on suitable courses which conform to Federation International de Ski standards and must be capable of staging a homologated downhill race. Parking, waxing facilities, medical assistance, snow making facilities, timing, toilets, refreshments and emergency mountain rescue must be available. If weather conditions such as poor visibility, high winds or lack of snow prevent an event from taking place a reserve location is to be provided by the Contractor in time to deliver the event; which must be within 45 minutes driving time from the primary resort. The Nordic competition must be held on suitable cross country ski courses that meet FIS standards with a dedicated biathlon facility for safety and competition. The biathlon competition must have a 30 lane, 50 m, biathlon range, including penalty loop.Parking, waxing facilities, medical assistance, snow making facilities, timing, toilets, refreshments and emergency medical evacuation must be available. If weather conditions are poor such as lack of snow and poor visibility then Cross Country and Biathlon competitions must have a minimum of a 5 km loop available. If this is not possible a reserve location is to be provided by the Contractor in time to deliver the event; which must be within 45 minutes driving time from the primary resort.There will be a requirement to conduct pre-championship planning and provide administrative support. To facilitate this, the following must be provided: A race office with communications and broadband; two separate meeting venues; an indoor prize giving area for an estimated 600 personnel and full vehicle access to all accommodation, courses and the biathlon range. Accommodation requirements are: Competitors; self catering apartments for an estimated 560 personnel.Officials; full board accommodation for an estimated 40 personnel.
