T0076 Winter services technical assurance task 2021-2025

Highways England's National Winter & Severe Weather Team (NWT) is seeking technical assurance consultancy services to deliver continuous improvements in relation to our winter and severe weather service resilience. Specifically, the Consultant will provide technical expertise to support Highways England to deliver its objectives in the following areas:

• severe weather information service improvements;
• weather forecasting service improvements;
• environmental sensor station improvements
• strategic salt management;

The Consultant will need to demonstrate detailed technical knowledge of requirements capture for and the specification of weather information services, weather forecasting services, as well as in-depth technical knowledge of Highways England's severe weather information service (SWIS) to support successful service delivery.

SWIS is a complex information system that relies on the correct operation of several key components including environmental sensor station (ESS) data collection, weather forecast collection, winter reporting and winter fleet vehicle datalogging.
