The Department for Transport (DfT) is not sighted on many of the digital innovations currently being designed and implemented by highway authorities to manage their network. This specification seeks to capture this intelligence; undertake research into the full range of data-driven measures now available for the real-time testing and deployment of policy interventions; and to assess their capability to improve area-wide and policy-led network management. The final stage reporting should contribute to current DfT research to update its statutory Network Management Duty guidance.
