In September 2018 the Department for Transport launched a sweeping review to transform Britain's railways. The Williams Rail Review is the most significant since privatization and is considering ambitious recommendations for reform to ensure our vital rail system continues to benefit passengers and support a stronger, fairer economy. The DfT is due to publish a White Paper outlining the findings of the review and the proposed way forward. Whilst this has not currently been published it is known that the current procurement approach to Franchising will need to be reformed . PET requires specialist commercial advisory resource to support Procurement Excellence Teams' review into the procurement process, led by the Passenger Services Division of the Rail Group. It is essential for the Department to develop effective in-life and competition structures that supports the finding of the Williams Rail Review and enables fair and transparent competitions.
