description
The Armed Forces Recruitment Programme (AFRP) is a Category A, Government Major Projects Portfolio programme, responsible for the delivery of a single, common Tri-Service Recruiting Operating Model (ROM) for the Army, Navy and RAF from March 2022 onwards. The Programme started life in March 2018 as an Army programme; the Defence Board directed that AFRP become Tri-Service in December 2018. Whilst this offered the opportunity to achieve value for money through increased buying power and improved efficiency from a common approach, it significantly increased the complexity of the programme and the risk to delivering the Mandate. As a strategically important programme for Defence and in light of the current recruiting problems faced by all three Services, there is significant political and senior leadership interest in the programme.
The requirement is for the "Digital Project", which will be responsible for identifying and documenting the data requirements of the new Tri-Service ROM. This will involve capturing the data, investigating and articulating customer and user needs, translating these needs into requirements to deliver the digital Statement of Requirement which might be delivered through the existing or a new digital solution. The recruitment system is the core critical business application and the products generated from this package of work will steer the high-level evidence-based decision for the future Armed Forces digital recruitment environment.
